MNC R&D Centres in India
The focus of this closed door roundtable was to arrive at a consensus definition and to highlight the difference between MNC R&D centres and the R&D units of MNC manufacturing and IT firms. The latter set of R&D units are part of MNC firms that are subsidiaries registered with the MCA and their spending does get reflected in India’s national R&D statistics. The discussion will also focus on global trends in MNC R&D with India as a top global destination and explore the direct and indirect spillovers from these R&D centres, including through the mobility of human capital. The discussion would also help set the stage for a potential joint study that could be undertaken to understand the nature of R&D conducted at these centres and analyse their impact on the innovation ecosystem of India, including the startup ecosystem.

Innovation and Policy for Rare Diseases Drug Development in India
The Centre for Technology Innovation and Economic Research (CTIER) and World Without GNE Myopathy (WWGM) organised a roundtable discussion that focuses on 1) innovation models that would encourage R&D investments in rare disease drug development in India 2) the legal and policy frameworks needed to encourage rare disease drug development 3) the structuring of intellectual property rights to facilitate technology sharing without compromising incentives to innovate 4) improving the quality of students emerging from higher education institutes and creating a talent pipeline for the future 5) the approach necessary to support initiatives such as the Myo-mission – either a state-led top-down approach for supporting and funding these initiatives or a bottom-up one.

The conclave is conceived as part of a 5-day training programme on Framing Evidence based Science Policy for mid-career science policy professionals, who are presently working and were nominated from various Science Ministries of Government of India and policy research organizations.

Policy Priorities to Strengthen Technology and Innovation in India
CII in partnership with the Centre for Technology, Innovation and Economic Research (CTIER), organised a discussion on ‘Policy Priorities to strengthen Technology and Innovation in India’. The discussion revolved around how to incentivise industry and also line ministries including state governments to target these levels of spending, strengthen the innovation ecosystem and highlight the importance of building technical capability in one or two key priority sectors with direct implications for the national economy. The aim of the discussion was to arrive at a consensus on the way forward to push for greater technology deepening in priority sectors that have been identified jointly by Industry and the government.

Design and Evaluation of Innovation Policies (DEIP)
CTIER organised the training workshop in association with United Nations University - Maastricht Economic and Social Research Institute on Innovation and Technology, Prof Sunil Mani, CDS and CII. The programme was targeted at senior and middle level officials of central and state ministries involved in the measurement of innovation indicators and science and technology policy, and private sector involved in strategic planning and business excellence.
